Arizona

Provided technical support and expert witness testimony on behalf of Vote Solar in the 2016 Arizona Corporation Commission proceeding to establish a methodology for valuing solar and other distributed energy resources.

Served as an expert witness on behalf of Vote Solar in the 2017 Tucson Electric Power and Unisource rate case proceedings, explaining the impacts of residential solar on distribution systems. 

Arkansas

Prepared testimony on behalf of the Arkansas Attorney General in a distributed generation proceeding. Successfully persuaded the Commission to expand the docket and more broadly consider policy changes related to DER integration and data access.

california

Provided technical assistance to Vote Solar in the California Public Utilities Commission proceeding on utility Distribution Resource Plans. We focused on improving the Integration Capacity Analysis and Locational Net Benefits methodologies proposed by Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric.

Served as an expert witness on behalf of the Solar Energy Industries Association (SEIA) and Vote Solar in the 2018 and 2021 Southern California Edison (SCE) general rate case proceedings. Our testimony focused on how SCE can better integrate distributed energy resources to reduce the cost of its proposed capacity additions and grid modernization investments.

illinois

Supported various non-profits in their advocacy work for increased renewable energy and next-generation energy efficiency programs utilizing smart grid technologies.

On behalf of Vote Solar, advocated for increased transparency and third-party participation in distribution planning in the 2018 NextGrid proceeding.

On behalf of Vote Solar and the Environmental Law and Policy Center, provided technical support and expert witness testimony on smart inverters and their impact on the Ameren IL and ComEd distribution systems in 2018 Illinois Commerce Commission proceedings.

Led the development of a Community Sustainability Plan for Lake Forest, IL.

Iowa

Submitted testimony on behalf of the Environmental Law and Policy Center (ELPC) and Iowa Environmental Council (IEC) explaining Non-Wires Alternatives and recommending a pilot approach for Interstate Power and Light in its 2019-2023 energy efficiency plan.

Prepared direct testimony and rebuttal testimony on behalf of ELPC and the IEC critiquing IPL’s requested distribution and Grid Modernization expenditures in its 2019 general rate case filing. The proceeding resulted in a settlement agreement reducing IPL’s requested revenue requirement from $204 million to $127 million.

Provided technical assistance to the Maryland Office of People’s Counsel by developing a framework for evaluating utility and third-party microgrid deployment.

Michigan

Wrote comments and participated in a technical conference on behalf of Vote Solar and the Environmental Law and Policy Center in the Public Service Commission’s investigation into the future of distribution planning for its regulated utilities.

Minnesota

Served as a technical advisor to Fresh Energy in the Minnesota Public Utilities Commission's proceeding on grid modernization and distribution planning. Wrote comments and participated in workshops to encourage more rapid adoption of distributed energy resources and more transparency into the distribution system planning process.

Prepared comments with Fresh Energy on Xcel Energy’s 2019 Integrated Distribution Plan (IDP) and Advanced Grid Intelligence and Security (AGIS) certification request.

Provided engineering and utility financial analysis support to Acadia Center in various regulatory proceedings and advocacy campaigns in Connecticut, Maine, Massachusetts, New York and Rhode Island.

Ohio

On behalf of GridLab, wrote a white paper on integrated distribution planning (IDP) and presented recommendations to the Public Utilities Commission in its PowerForward proceeding. Our IDP recommendations were subsequently adopted by the PUCO in its Roadmap to Ohio's Electricity Future.

Southeast

Provided technical advice on the distribution grid impacts of solar generation to the Southern Environmental Law Center for a utilities commission proceeding.

virginia

Prepared testimony on behalf of the State Corporation Commission (SCC) Staff critiquing Dominion’s proposed Grid Transformation Plan. The SCC approved $212 million out of the $838 million that Dominion had requested.
